Barsan carries out a significant amount of work to support those involved in legislative development affairs across Somalia, by providing a range of different services:

• Capacity development– Barsan provides workshops/seminars to Parliamentarians, Parliament staff and stakeholders with institutionalized opportunities for efficient capacity building in various fields of parliamentary processes including legislative drafting and amendments, public hearing and citizens’ engagement, election management, public financial management, and public sector reform and accountability. These trainings are delivered through working in collaboration with beneficiaries and tailored to their specific requirements and that of implementing partners.
• Research Services– Barsan provides research services to parliamentary committees to contribute a significant learning about legislative development process, policy development, by highlighting global best practice, and current trends drawn from regional and international perspectives to offer parliamentarians an alternative policy options for consideration.
• Consultancy– Barsan offers consultancy services to public and private institutions in Somalia in various areas including legislative drafting, review, analysis and amendment, stakeholder consultations, civic engagement, communication strategies, programmes for inclusion of minorities, to rebuilding Somalia from ashes of conflict, anarchy and promoting basic human rights.
